Cost Implemented Plan (CIP)
A Costed Implementation Plan (CIP) is a roadmap designed to help governments achieve their family planning objectives over several years. The CIP is an actionable plan that can save millions of lives and improve the health and well-being of women, families, and communities. CIPs are critical in turning ambitious family planning commitments, such as those made through Family Planning 2030 and the Ouagadougou Partnership, into concrete programs and policies.4
The CIP Resource Kit is a set of tools that helps develop a comprehensive family planning strategy. It includes resources for program planners, ministry representatives, and technical assistance providers to follow a 10-step CIP process. The kit is based on best-practice guidance from over a decade of experience and was recently updated in 2022. The CIP Resource Kit includes:
- 5 Crosscutting Tools: Applicable across all 10 steps.
- 14 Tools and Resources: Organized around the 10 steps for comprehensive planning, development, and execution.
- Library of Additional Resources: This is a valuable resource to refer to throughout the process.

- Health Policy Project (HPP): The Health Policy Project (HPP) worked to strengthen evidence-based policies and finance systems, advocating for equitable and sustainable health programs.
- Health Policy Plus (HP+): HP+ is a 5-year partnership agreement funded by USAID and implemented by Palladium in collaboration with Avenir Health, Futures Group Global Outreach, Plan International USA, Population Reference Bureau, RTI International, ThinkWell, and the White Ribbon Alliance for Safe Motherhood.
- Knowledge for Health (K4Health) Project: K4Health was the health knowledge management initiative of the USAID Bureau for Global Health. It was implemented by Johns Hopkins CCP, FHI 360, IntraHealth International, and Management Sciences for Health, along with other partners worldwide.
- Knowledge SUCCESS: Knowledge SUCCESS (Strengthening Use, Capacity, Collaboration, Exchange, Synthesis, and Sharing) is a USAID-funded initiative led by the Johns Hopkins Center for Communication Programs (CCP) in partnership with Amref Health Africa, Busara Center for Behavioral Economics, and FHI 360. The five-year cooperative agreement aims to strengthen knowledge use, capacity, collaboration, exchange, synthesis, and sharing.
